With reference to my Secret Despatch of the

1st. instant, I have the honour to inform you that on the oth. instant Tsen Chun-hsun arrived in the Colony from Lacao, whither he had apparently fled when he found that he was unable to exert any influence in Kwangtung or Kwan si in support of the revolution against the Central Government, and went on board a Japanese stomer while some of his suite went ashore to purchase tickets for Nagasaki. These were refused on instructions from the Japanese Consul who told the Secretary for Chinese Affairs that he had taken

this step on his own responsibility. Tickets for 3hongani by the

some stealer were then taken by the party. Later Teen declared that

he would not go to Shanghai as he did not think he would be safe

there. He asked for permission to remain in tuis Colony. This I felt justified in refusing as I judged that had I included Tsen's

name along the persons to whom by the authority of our telegram 27000

of the oth. instant the hospitality of the Colony is to be denied

you would have approved its inclusion. I did not include it as at

the time of making my recommendation he had not declared himself,

to my knowledge, as such a violent enemy of the resident. Toen

issued the most violent denunciations of the Prosident while he

was in Canton and made urgent appeals to General Lung and to the

Governor of Kwon si to throw off their allegiance to the Central

Government.
